Since March 2025, only each tenth SME can receive a preferential loan, Izvestia writes. This is due to the reduction of the authorities of the SME types list, which are available for preferential loan conditions.

The publication clarifies that at the beginning of next month, only those SMEs that work in the areas of processing, logistics, tourism, science and can take a preferential loan.
According to the SME Corporation, 743 thousand SME companies were registered in the five of the previous sectors, while the country has around 6.6 million MSP. Therefore, an updated preferential loan will be available only 11% of companies.
How was it before? The previous preferential program called “1764” provided loans to SME subjects almost any sphere. He worked according to the formula “Key rate minus 8.75% for small and 7.75% for medium -sized companies,” says Izvestia.
Now, the “priority” companies of the SME can receive a preferential loan of the formula “central banking rate minus 3.5%”, that is, today it would be 17.5%. The average SME rates for December last year were approximately 30%.
In addition, the volume of state support for preferential credit programs will be reduced: according to the Deputy Minister of Economic Development of Tatyana Ilyushnikova, it will amount to 100 billion rules per year. At the same time, in the period from 2019 to 2024, in the “1764” preferential credit program, the SMEs received loans for almost 4.7 billion rubles.
- Previously, in January, the SME Corporation introduced measures to support small and medium enterprises by 2025. The new mechanisms will focus on supporting effective companies in the priority sectors for the economy. The organization will maintain a scheme of guarantees of “umbrellas” and will expand it at the expense of joint guarantees with regional guarantee organizations (RGO) and VEB.RF. In addition, the Corporation will present an updated program to stimulate loans (PSK) together with the Russia Bank and a joint loan program with the Ministry of Industry for Companies in the field of tools and robotics.
