According to Nabiullina, a button is needed to “simplify the submission of applications to the fraud bank as much as possible.” Now, this “is not such a simple procedure”, so only one third of the victims contact the competent authorities.
The new functionality will allow in the bank’s application “to send a request for a fraudulent operation and in the same place online to obtain the correct certificate to contact the police,” Nabiullina explained. “It is important for us who are people who go to the police and the bank, as much as possible,” he emphasized.
The rule is not for everyone. The head of the Central Bank clarified that the measure would affect “large and systematically significant credit banks and organizations that are significant in the payment services market”, but did not say what credit organizations are in question.

Nabiullina also warned about the virus, with which the scammers in the last six months carried out more than 40-50% of the robberies of bank accounts of the Russians. “The virus with the function of remote access to the phone began to spread. The main amount of theft (more than 26 billion rubles) was made of individual accounts, 667.4 million rubles of legal entities were stolen.

On February 13, Prime Minister Mikhail Mishustin said that civil communications and banks will prohibit the use of foreign messengers to communicate with users. According to the authorities, this will help to stop cases when scammers get through employees of such institutions.
