However, Telegram has another record: Messenger is registered on the British Virgin Islands, but the company’s main office is “completely friendly to us in the Arab Emirates”. The deputy said that if Russia fulfills the laws and shows that he wants to stay in the market, Telegram will not enter the list of alternative countries.
Gorelkin also said that WhatsApp in Russia was likely to take the Max national ambassador.
“Personally, I believe that Telegram will not go to the same list, especially if it fulfills the requirements of Russian legislation and proves its desire to protect in the market,” he said.
