The Bank of Russia submitted a proposal to introduce a two-day “reflection period” for transfers of more than 10,000 rubles. Previously, experts advocated blocking such transfers until further confirmation by the sender. All for the sake of fighting scammers.
RBC was informed about the Bank of Russia’s proposal in the regulator’s press service.
The Central Bank proposes to introduce the possibility for senders of funds in the amount of more than 10 thousand rubles to cancel the transfer within two days. This will allow you to return the money even if the scammers use social engineering methods, the Bank of Russia noted.
The Central Bank’s proposal was a response to the experts’ proposal to block such transfers until additional identification is completed. The initiative is explained by the fight against fraudsters, who, through persuasion and deception, often receive transaction confirmation codes from victims.
The Bank of Russia noted that even if there is a mechanism to confirm the operation using a special code, fraudsters still get away with receiving this code from the victim.
