The media reported that the bill on the moratorium was submitted to the government and approved by federal agencies. Article 14.8 of the Code of Administrative Offenses of the Russian Federation will be amended – “Violation of other consumer rights”. Accordingly, the sale of devices without pre-installed Russian software is punishable by a fine of 30,000 to 50,000 rubles for employees (authorities), from 50,000 to 200,000 rubles for legal entities.

By law, all smartphones sold in the country must have the services of VK, Yandex, Kaspersky Lab, My Office, Public Services, Mir payment system and others installed. The moratorium will apply to devices imported via parallel import.
