The Ministry of Digital Development intends to establish a council to purge the registry of IT companies that receive special benefits. After verification, child organizations will be removed from the list. Losses due to their presence in the register since the beginning of the year amounted to about 9 billion rubles.

Now there are more than 27,000 companies in the register, they will be checked by representatives of specialized associations, Kommersant writes.

At the beginning of August, more than 400 companies were excluded from the register, for which the activity in the field of IT is not the main one. Among those excluded are Sberbank, VTB, Alfa-Bank, Tinkoff, Otkritie, Raiffeisenbank, MTS-Bank and others.

The criteria for their inclusion in the registry have not been clearly established, so it is not yet clear how they will be excluded from the registry. Such legal uncertainty could lead to the practice of massive challenge of exclusion decisions, the experts suggested.

Companies on the registry can apply for zero income tax rates until the end of 2024 and a reduction in insurance premiums for employees to 7.6%. The Federal Revenue Service will not conduct scheduled field inspections of IT companies until March 2025. They also have access to 3% loans, and employees under the age of 27 receive a deferment from military service and access to subsidized mortgages.
