The House of Representatives approved the basic text of the law this Monday (18). Interim Measure 1077/21creating and organizing Brazil Internet Program.
The purpose of the MP is to promote free broadband internet access for public school students, particularly families that are Single Enrollment for Social Programs (CadÚnico) members, and students from schools in indigenous, quilombola or non-profit communities.
According to the project, which was formalized by the government in December 2021, the distribution of access will be carried out via chips, data packs or mobile devices such as tablets, and more than one student per family can be considered.
Discussions and changes
Despite initial approval, the Internet Brazil MP still needs to go through some changes before it can move forward in the Legislature. In addition to the structuring of the programme, the text includes details on broadcast grants, which some parliamentarians objected to believing the measure was outside of the original proposal.
Also, opposition lawmakers recalled that the government of Jair Bolsonaro (PL) vetoed emergency aid in 2021 that provides students and teachers with access to the internet on the public network.
