Twitter has finally finished testing its latest feature and will make the Circle or “Wheel” available worldwide. The functionality is similar to Instagram’s “close friends” and basically allows the user to select people who are part of the “circle” to see their unique tweets.
Despite being very similar to “close friends,” the Twitter Wheel has some interesting differences. Users will be able to add up to 150 people to their circle and it doesn’t just have to be their follower. Celebrities, official company accounts, etc. You can add any Twitter account you want.
Some Tweets are for everyone and others are only for the people you choose.

Person added to a circle is not always informed and does not have the option to simply opt out, It can only block or mute the owner of the circle so as not to be disturbed by their tweets.
Each user will only be able to create one wheel, so the idea is really that this unique group of people is selected in your account. When tweeting, you will be able to choose whether it is a standard tweet or a wheel specific tweet.
Experts believe the idea of creating Twitter Circle is a way to prevent users from restricting their accounts. Once you have the option to make some of your tweets more private and private, perhaps fewer people will feel the need to keep their account closed and hide them all.
