The Ministry of Economy elaborated reforms to the law “On Science and the Scientific and Technical Policy of the State”, which will allow attracting small organizations to strengthen technological sovereignty, reported Kommersant. The document introduces the concept of “small technology company” and explains the criteria for assigning such status.
Earlier, President Vladimir Putin ordered an analysis of the fast-growing tech organization sector to determine which state support measures would be most in demand for them.
The Ministry of Economy proposes to consider a small economic enterprise as a commercial organization that uses or creates the results of intellectual activity in development or production. At the same time, the higher the company’s turnover, the more stringent requirements will be set for the conditions of scientific, technical and commercial activities for receiving state support.
To assign the status of a small technology company, the department proposes to consider the following parameters:
- Income
- Type of economic activity
- Scientific and technical potential
- Conditions for carrying out scientific and technical or productive and commercial activities
The explanatory note to the document specifies that, based on annual revenue, companies will be divided into three groups: up to 300 million rubles, from 300 million to 2 billion and from 2 to 4 billion rubles.
It is also indicated that the government will determine the values of the income volumes and codes of the economic activity classifier. The experience will be carried out by innovative development institutions and competence centers of the National Technological Initiative.
The companies in the Unified Registry of Final Recipients of State Support for Innovation Activities will be assigned the corresponding status automatically. If the organization is not on the list, experts will assess its innovative potential and business prospects. The data received will be registered in the corresponding registry, which will simplify the procedure for obtaining state support.
