The Ministry of Digital Transformation specified new requirements for working with the Unified Biometric System (UBS), which were previously adopted by the State Duma. As representatives of the department told Izvestia, the bill assumes that the user can refuse to transfer data to the system within 30 days.
In the summer, the State Duma approved a provision according to which credit institutions can send all data to the EBS without the consent of customers. In November, parliamentarians approved a bill, which also details this rule.
However, Russian banks have expressed disagreement with various aspects of the bill. The National Council of the Financial Market (NSFR) sent an appeal to the State Duma with comments. In particular, the NSFR proposes in second reading to prohibit the transfer of biometric data, faces and voice templates, without obtaining the consent of the users.
In addition, the council members ask to cancel the reduction of quality requirements for samples. Current regulations allow data of different quality to be sent to the EBS. The NSFR is also opposed to expanding the list of data that must be sent to the EBS.
The Ministry of Digital Transformation, for its part, explained that banks will be obliged to inform customers about the transfer of their biometric data. At the same time, the citizen may demand that the processing of said information be stopped within a period of 30 days.
Commenting on the quality of the samples, the department explained that it is established by the Ministry of Digital Development. If the transmitted information turns out to be of poor quality, it will only be possible to use it when receiving the services of the company that provided the data.
“For example, the bank’s customers will still be able to use its services, but other banks will not be able to use the same biometrics in other situations,” the ministry explained.
They also stressed that after sending the data to the EBS, credit institutions will not be able to continue processing it. In addition, the Ministry of Digital Development is preparing to launch a special mobile application, with which citizens will be able to register in the EBS on their own.
