At the same time, it was allowed with one caveat: Project Kuiper satellites are at risk of collision in case of loss of control or internal malfunctions of vehicles. For this reason, Project Kuiper must submit semi-annual reports on the number of satellites launched and the decommissioning rates of old satellites.

Thus, the regulator wants to avoid collisions with other spacecraft in low Earth orbit. The approval also requires Project Kuiper to remove the moons from the constellation at the end of their seven-year mission.
