The system began testing in December 2022, and a month later its integration with other Roskomnadzor monitoring tools began. The representative of the Main Radio Frequency Center (GRC) did not give details about the first results, Vedomosti reported.

In August 2022, almost 60 million rubles were allocated for the project. Development was taken over by Exikyushn RDC LLC. Based on neural networks, Oculus analyzes photos, videos, and text on websites, social media, and instant messages for prohibited information.

The system was supposed to be ready by December 12, 2022. Kommersant sources later said that it was basically impossible to launch such a system not only for the specified amount and within such timeframes.
