The innovations should help reduce cases of unreasonable collection and processing of personal data and minimize the risks of its leakage, Vedomosti reported, citing a source close to Roskomnadzor and director of the Center for Legal Assistance to Citizens in the Digital Environment (part from GRCHTS) Lyudmila Kurovskaya.

According to Kurkovskaya, the user agreement “must be specific and exclude negative consequences for citizens.”

Among the proposals is to prohibit the inclusion in the user agreement of automatic consent for the processing of personal data from the moment you enter the site.

The interlocutor of the publication, familiar with the position of the Ministry of Digital Development, noted that he has not yet received any proposals from Roskomnadzor, but is ready to discuss the regulation of user agreements.

Two years ago, Roskomnadzor hoped to create a service to aggregate all user consents to the processing of personal data in their personal accounts into a single information system. The service has not started.

Anastasia Fedorova, K2’s head of consulting, said that now each company uses its own consent form, which is not prohibited by law. Organizations determine how much personal data they need and often collect redundant data, she added.
