Russian developers of engineering software (software) opposed the compulsory license of foreign analogues of their solutions. The companies fear that their potential customers will then not want to switch to national products.

The share of Russian engineering software in Russia is 41-58%, Kommersant reported.

And potential users of this software often prefer to use pirated versions of foreign solutions. Experts say that now there is nothing to replace foreign software in various segments.

The granting of compulsory licenses of foreign software has been discussed since 2022. The head of Mintsifra Maksut Shadayev at the end of February 2023 stated that the department until the end of March will submit proposals on “regulation of the forced use of software from vendors who left Russia from hostile countries.
