A bill will be submitted to the State Duma that will prohibit foreign agents from managing income from “the use of the results of intellectual activity and trademarks,” Lower House Speaker Viacheslav Volodin said on Telegram. You can use the money only after the status is removed.

According to the deputy, “all income from creative activities” of Russians recognized as foreign agents will be credited to a special ruble account, the opening of which will be mandatory. If the foreign agent does not open an account himself, he will be obliged to open it to the person transferring the fees.
The money in the special account can be used “only after the foreign agent status has been cancelled,” Volodin emphasized. He added that money “by court decision” could also be transferred to the budget, but did not reveal the details of such a mechanism.
“We set ourselves the task of starting consideration of the bill in first reading next week,” Volodin said. In the second reading, deputies intend to develop similar rules regarding funds from the sale and lease of movable and immovable property, as well as “other income,” the spokesperson said.
According to Volodin, currently 491 people have the status of foreign agents in Russia. At the same time, the Ministry of Justice’s register of foreign agents contains 885 positions. This includes both individuals and the media, non-profit organizations and unregistered public associations. Since the registry appeared, 206 foreign agents have been excluded from it.
