The report points out that although Russia did not reach the scale of threat, the intensity of cyber attacks and their effectiveness that the American side expected during the NWO, it still remains a significant threat to States. At the same time, Russia regularly “develops and uses its cyber capabilities” for espionage, “operations of influence” and offensive actions, and for the United States in allied and partner countries.
The United States believes that Russia has cyber systems that allow our country to consider cyber interventions “a foreign policy tool that allows you to influence decision-making in foreign countries.”
“Russia is paying more attention to improving its ability to attack critical infrastructure, including submarine cables and industrial control systems, in the United States as well as in allied and partner countries,” the US intelligence report said.
