The Bank of Russia should become the operator of the digital ruble platform. It will also assume the functions of ensuring the proper functioning of this platform. The Central Bank will also be responsible for the security of digital rubles and the correct accounting of information about transactions with them.

The document provides for amendments to the Civil Code of the Russian Federation. There it will be indicated that digital rubles are non-monetary funds. It also regulates issues related to the conclusion and termination of a digital account contract and carrying out operations on it.

It is also specified that payments will be made in Russia, including through settlements in digital rubles.

The bill also introduces the concepts of “digital wallet” and “digital account agreement”, as well as the procedure for entering into and terminating such an agreement.

If the document is adopted, it will enter into force on April 1, 2023, with the exception of some provisions, for which they will set their own start date.
