Experts say cold feet disrupt the sleep/wake cycle. This is because blood vessels constrict in the cold, which means the body has to work a little harder. Heating the feet causes the blood vessels to dilate, causing more heat to escape from the skin and lower the temperature. And this is important for falling asleep.
A 2007 study by the Netherlands Institute of Neurology (NIN) also showed that people who wore socks in bed fell asleep faster.
