State Duma deputies are preparing a bill to tighten the rules for the circulation of electronic cigarettes, vaporizers and liquids for them in Russia. If the law is passed, it will be possible to sell devices only in retail stores.

The State Duma intends to tighten the regulation of the sale of vapes and electronic cigarettes.

The document provides for the prohibition of:

  • Sale of “devices for the consumption of products that contain nicotine” and their components at fairs, exhibitions, remotely, through vending machines, as well as their delivery.

  • Launch and circulation of electronic cigarettes with flavorings and additives “in order to reduce the attractiveness of these products to minors.”

  • Open design and demonstration of devices in stores. In this case, the sale will take place according to the list with the names.

  • Device discounts.

In addition, lawmakers intend to limit ads with images, descriptions or occasional mentions of devices, as well as ban them from being shown to children under 12 years of age.

The purpose of the document, according to the text, is “to protect the life and health of minors.” Among the authors of the project: chairman of the chamber Vyacheslav Volodin, faction leaders, vice-chairmen Irina Yarovaya, Petr Tolstoy and others.

“Almost 400 deputies from all factions signed the bill,” Tolstoy wrote in his Telegram.

According to the politician, “other steps will be followed,” including tougher penalties for breaking the law.
