A group of deputies submitted to the State Duma a draft law on the right of citizens to establish in their credit history a ban on entering into loan agreements with banks and microfinance organizations. Information on the submission of the bill to the State Duma is available on the sozd.duma.gov website.
The explanatory note of the document states that the purpose of the bill is to prevent the practice of fraudulent processing of loans by third parties through the illegal use of citizens’ personal data.
It is also hoped to prevent cases of fraud using social engineering, when citizens are “pushed” by psychological influence to apply for loans or loans, and then transfer funds to fraudsters.
The same explanatory note notes that in 2022 the volume of money transfer transactions without customer consent increased by 4.29% compared to 2021 and amounted to more than 14.1 billion rubles. The average amount of theft has been growing steadily since 2019 and, according to data for 2022, it is almost 15 thousand rubles.
As of October 1, 2022, the Central Bank of the Russian Federation allowed bank clients to independently restrict online transactions and prohibit the issuance of online loans. At the same time, the instruction of the Central Bank does not regulate automatic self-ban in all banks at once. If the user has accounts in several banks, he must write an application in each of them.
