Russian retailers may be required to pre-install national operating systems (OS) on computers and laptops supplied to the Russian Federation. The relevant document is currently being developed by the Ministry of Digital Development. The regulation could be submitted to the government this quarter, Kommersant learned.

Equipment sellers in Russia do not have such powers, said Kirill Nikitin, head of the Vegas Lex law firm. If the regulation changes, the retailer will have to pre-install the Russian software under the threat of withdrawing the product.

Aleksey Smirnov, Chairman of the Board of Directors of Basalt SPO, added that the initiative on the mandatory pre-installation of the Russian operating system on laptops and PCs will help prevent illegal deliveries of Microsoft’s Windows operating system, which, among other things, will not receive security updates.

Retailers have warned that labor costs for vendors will affect the price of devices for consumers.
