The Ministry of Digital Development has drawn up a draft law similar to the European Digital Markets Law (DMA), said the head of the department, Maksut Shadayev. It is expected to come up for consideration during the fall session, but with increasing interest from parliamentarians, this may happen sooner.

The Digital Markets Law entered into force on November 1 of last year in the European Union. It forces equipment manufacturers to allow the installation of applications on devices not only in the official application markets. In case of non-compliance, a fine of up to 20% of the company’s annual turnover is foreseen.

The fact that the Ministry of Digital Development of the Russian Federation was concerned about the development of a similar project became known at the end of last year. Then, when announcing the new rules for manufacturers, Maksut Shadayev specifically appealed to European law.

“If we follow the standard procedure, then this (the introduction of the bill – IF) will not be before the fall session. If, among other things, the consultations with the State Duma show that this is an urgent issue and the deputies are interested in supporting us, (then) we will try to present it as quickly as possible,” the minister was quoted as saying by Interfax.

Shadayev added that the work on the bill has already been completed, now the department is considering the fastest scenarios for its adoption. The Ministry of Digital Development hopes that it will be possible to carry it out already during the spring session.

The department believes that Apple will not boycott the new requirements, as it is a bona fide company. As proof of the good faith of the American corporation, Maksut Shadayev cited the example of the payment of a Russian fine, which required the approval of OFAC (Office of Foreign Assets Control of the US Department of the Treasury).

“Apple went through all the approval procedures and paid a fine to the budget of the Russian Federation. I think that this is just confirmation that the company is ready to conscientiously comply with the requirements of Russian legislation and continue to work on the market,” Shadayev said.

The head of the Ministry of Digital Development also compared Apple with Google, noting that the former has not yet completely left the Russian Federation.
