It is proposed to give the state control over the turnover of used auto parts in Russia, so as not to provoke car thefts for the sake of analysis. The initiative was taken by the Bank of Russia; previously, they conditionally allowed the use of used parts during repairs under OSAGO.
The Bank of Russia put forward a proposal to give the state control over the used auto parts market. This was stated by the director of the insurance market department of the Central Bank of the Russian Federation, Ilya Smirnov.
According to Smirnov, state control of the market is needed so that the demand for auto parts does not lead to car thefts and does not worsen the criminal situation.
Previously, the Ministry of Finance and the Central Bank, with the condition, allowed the use of used parts in car repair under OSAGO. Such a scenario will be possible with the adoption of industry-specific security guarantees, the authors of the initiative explained.
There has been a shortage of auto parts in Russia since the imposition of sanctions in 2022. The Russian Union of Automobile Insurers estimated the increase in the cost of auto repairs by an average of 30%, for some positions – by 50%. .
