Rosfinmonitoring proposed to carry out money transfers with information about its recipient. The changes can take effect on January 1, 2026. This was reported by RBC with reference to the new version of the bill, which was presented in February 2023.
In the new version of the document, Rosfinmonitoring suggested:
- Exclude the date of birth from the data that banks will be obliged to indicate. Instead of full names, it is proposed to indicate only the surname and initials, and instead of the details of the identity card, the series and the number or TIN.
- Introduce exceptions for transfers through the Quick Transfer System (SBP). It will provide for the possibility of sending information about the recipient from the credit institution that serves him or the operator of the payment system. In this case, it will not be necessary to indicate the data of the passport, TIN and bank account number.
- The Bank will establish information about the recipient based on the data provided by the client or contained in the interbank exchange systems.
According to the current version of the anti-money laundering law, when making a money transfer, it is necessary to provide information only about the payer, information about the recipient is not required.
In March 2023, the agency prepared and published for public discussion a bill proposing to set a transfer threshold of 100,000 rubles for transfers without opening a bank account. Last summer, the ministry offered an amount of 60 thousand rubles, market participants – 600 thousand rubles.
