For some offices Ecopetrol documents are in circulation in which state oil company officials record everything from recent firings of senior executives to alleged anomalies that could affect the company.

EL TIEMPO had exclusive access to many of these documents, and the last one, dated December 4, 2023, was talking about a job. Document signed by the current president of the oil company, Ricardo Roa Barragán, four months before taking office.
According to the information obtained, the job is only It could create a final roadblock to Roa, but they also want control agencies to come in to investigate it.
This is the purchase of apartment 901, located in the north of Bogota, where Roa currently lives. It has an area of about 300 square meters, including three terraces, balconies, four bedrooms with dressing rooms and private bathrooms and six garages, for which 1.8 billion pesos were paid, according to documents.

The issue is that the company selling the property A prominent oilman is emerging, devoted to furniture and real estate investments, and is currently linked to an ambitious gas project in which a subsidiary of Ecopetrol is interested.
EL TIEMPO received title to the property specified in the documents, where it is stated that the business was closed on December 7, 2022. And it was stated that the person selling the property was Princeton International Holdings LTD.
This newspaper is the parent company of the selling company. It was included in the British Virgin Islands, which are located in the Caribbean and are classified as a tax haven.

Its branch in Colombia was opened in 2010 and is listed as the company’s first legal representative in documents dated 2017. Serafino Iacono; second representative María Paola Mejía Suárez (wife); and the third representative, Laureano Jan Siegmund Vallenilla.
The latter is a lawyer by profession. As the real lawyer of Princeton International Holdings LTD, he is the one who signed the contract of sale of the apartment currently located in Roa, at the notary office number 34 in Bogotá.
The three are also listed in the registration document of the Bogotá Chamber of Commerce.

Serafino Iacono is a Venezuelan businessman. He is also of Italian and Colombian nationality and is mentioned as one of the top executives of Pacific Rubiales and Gran Colombia Gold in the major hydrocarbon leagues.
Now 62-year-old economist Iacono has a new role. He is the chief executive officer (CEO) of NG Energy International Corp.a publicly traded exploration and production company that aims to become Colombia’s next big natural gas company, as promoted on its website.
One of the gas blocks, eSN-9 (or Sinú 9) is located in Pueblo Nuevo in Córdoba. NG Energy says it owns 72 percent of the shares.
(We invite you to read: Attention: The passport debate is on the agenda of the Ministry of Foreign Affairs).
Sinú 9 came to the fore on December 1, 2022, when it was flown by the then Minister of Mines and Energy, Irene Vélez. That day, Vélez announced a new gas discovery in the Brujo 1 and Mágico 1 wells, called the Sinú 9 block.
The Historical Pact Senator of the period, Gustavo Bolivar, accompanied Vélez and announced that self-sufficiency in energy would be achieved for many years with wells.
EL TIEMPO found that following the announcement of the overpass and gas potential, the Sinú 9 export began to be moved to a subsidiary of Ecopetrol. When EL TIEMPO asked about the issue, Ecopetrol officially stated that so far “no operating agreements, memorandums of understanding or partnership letters of intent have been signed regarding the Sinú 9 project during 2023.”
However, they added: “It is necessary to clarify that the company Hocol, a subsidiary of Ecopetrol Group, has signed a confidentiality agreement with the partners of the S-N9 block (Sinú 9) within the framework of the ongoing evaluation of new businesses. The signing date of this agreement is April 20, 202.3″.

And they emphasized: “Ecopetrol’s president, Ricardo Roa Barragán, who took office on April 24, 2023, could not interfere with the signing of this document for two reasons: he was not connected to it at the time of signing. Ecopetrol Group; and is not a legal representative of Hocol or a person authorized to sign contracts or such documentsYes.”
Roa spoke in the same sense in an exclusive dialogue with EL TIEMPO. She also emphasized that she signed an agreement with a lawyer. It was stated that the representatives of the company, Laureano Siegmund and Serafino Iacono, were not on paper.
After noting that the payment made for the property declared before Dian was traceable, he said: In order to perfect the agreement between the subsidiary Hocol and the partners of Sinú 9 and deliver this agreement to Ecopetrol’s board of directors, it will evaluate with absolute transparency whether there are any ethical shortcomings.
(See all articles of EL TIEMPO Investigation Unit here).
“The acquisition was transparent and I don’t even know who Sinú 9’s partners are,” he said (see note below).
In any case, if the negotiation progresses, The issue will be discussed by the board of directors of the country’s largest company, where Roa also holds a seat.
In the title deed I have, there is no legal representative or does not appear in the land registry for the flat. I talked to the company representative. I remember his name was Laureano Jan. Moreover, the legal representative of the company was a woman and this is also part of the title deed.
I did not and did not know anywhere that this man had a relationship with the company that owned the apartment I bought. It does not appear when the titles I have are examined and the information based on the article is not visible. But you are free to do your research.
Yes like that.
No. None of these names sound familiar to me. I’ve never had a relationship with them. I have a lawyer for these transactions and I tell him: ‘Please help me, I like this. I called and managed the loans and after about a month and a half he told me the paperwork was there.
Yes, the person I contacted and did business with was Laureano Jan.
No. I have 6 apartments, all in Colombia, with the same procedure. I went and researched, someone was selling it (…) They offered it to me, so I bought it and for this I have the title deed, registration, transactions, checks, withdrawals and bank loans. It was my first time shopping from a company and it seemed more serious to me.
I had been searching for about 6 months and one of the people who showed me told me that there was an apartment for sale in very good condition. An Italian guy showed it to me, I liked it, that’s all. So much so that I looked in September 2022 and negotiated in December.
I don’t know about that agreement, I don’t know if it exists. It came from the branch before I arrived. I arrived on April 24, 2023. And at the Hocol meeting in August. However, no matter who is on the board of directors, it is not within the board’s authority to know about such agreements. And this does not presuppose the fulfillment of any contract.
Clear. Complies with the ethical regulations of Ecopetrol and its subsidiaries. If any type of negotiation or business relationship eventually arises, I declare the conflict and exclude myself from the evaluation, discussion and decision.
At the moment no, because I don’t know if that guy owns that company or if he was on the list when I bought the flat. I also don’t know if the man you mentioned, Serafino Iacono, is the owner of the Sinú 9 block. I have had no contact, connection or relationship with him until now.
