“We do support, however, the corresponding legislative initiative. There are other departments that are against it, so the final decision lies with the government,” Sazanov said.

In Russia, the sale of beer in sports venues has been prohibited since 2005. In 2023, work began on the “return” of the foamy drink to stadiums.

The Ministry of Finance also supported the initiative to introduce a minimum retail price (MRP) for beer, Prime writes. Sazonov added that for this it is necessary to modify the EurAsEC agreements.
Opora Rossii earlier made a proposal to establish an MRP for beer and beer-based beverages due to the increase in excise duty. The business association warned that otherwise manufacturers could reduce product quality to offset costs.

In addition to increasing excise taxes, brewers have already incurred additional costs due to labeling, higher costs of raw materials, packaging and other materials, as well as higher labor costs, Opora Rossii highlighted.
