Takahashi, who graduated in Computer Science from the University of Campinas (Unicamp) in the 1970s, created one of the first digital academic networks in the country. The project served as the backbone of the network across the national region, connecting universities from various states and the Federal District.
In 1989, he founded the RNP as a subordinate institution to the National Council for Scientific and Technological Development (CNPq), until 1996. In 1999 the researcher created and directed the National Program on the Information Society in Brazil (SOCINFO), an initiative that helps articulate and expand the strategic use of the internet in the country.
In addition, Takahashi helped create the Brazilian Internet Steering Committee (CGI.br), was part of it from 1995 to 1998 and 1999 to 2003.
