In the third reading, the State Duma passed a law in which the funding and procedure for the selection and training of cosmonauts and the creation of space crews was assigned to the state company Roscosmos.
The explanatory note on this states that there is currently no direct indication in the legislation that work on the training of cosmonauts, the organization and conduct of post-flight activities is carried out by the Yu A. Gagarin Scientific Research Test Cosmonaut Training Center. It is affiliated with Roscosmos. The document highlights what is important, the financing procedure is not clear.
The law states that the selection of Russians to prepare for space flights is funded from the budget and is carried out by the CTC Research Institute. It will enter into force on the day of official publication.
