Over the course of the study, the experts concluded that 32% of attempts to use a VPN service in Russia turned out to be blocked. The least accessible services were Tor Project and Psiphon.
According to Top10VPN, the countries with the most censored VPNs are China and Iran. When testing VPN services in these countries, they were found to be unavailable in 73% and 69% of cases.
