Putin signed the law on antimonopoly regulation of markets and aggregators. As of September 1, when the law comes into force, a series of restrictions are introduced in their work, for example, they will be prohibited from setting different prices for the same product.
In Russia, the law on antitrust regulation of markets and aggregators enters into force on September 1. The document was signed by Vladimir Putin on Monday, July 10.
For markets that meet the requirements, restrictions are introduced. These criteria include annual revenue above 2 billion rubles, the possibility of preventing or removing sellers from the site, the share of transactions that go through the site is more than 35% of the total market.
eligible markets forbidden:
- fix the minimum and maximum price of the goods;
- set different prices for the same product;
- fix the minimum and maximum cost of its services;
- impose unfavorable terms of the contract or not enter into the contract for unreasonable reasons.
In addition, the markets will not be able to withdraw from the sale the goods with high demand.
FAS will monitor compliance with the law.
The press service of the commercial ombudsman Boris Titov noted that electronic platforms provide companies with new opportunities, but only until “the pumping of platform participants of all that is possible begins.”
“That’s what antitrust regulation is for. There is only one instrument for regulating the price of services – this is natural competition, which makes you fight for the client, ”the press service noted.
The amendments to the law are designed to preserve competition in the market so that markets as structures do not unilaterally dictate conditions to market participants, Titov’s press service emphasized.
