In the first half of 2023, the volume of government procurement of software and services for development and testing for fully state-owned companies increased by 24.4% to 68.64 billion rubles. This is due to the increase in the number of tender procedures, which increased by 23.2% compared to last year.
However, for companies with 50% or more state ownership, the cost of purchasing and developing software fell by a third, from 40.86 billion rubles in the first half of 2022 to 27.63 billion rubles in 2023.
In the first 6 months of 2023, the total volume of public procurement in the field of information technologies to municipalities and budgetary institutions increased by 11.7% compared to the same period of the previous year and amounted to 141.38 billion rubles. At the same time, the volume of IT services procurement for companies with more than 50% state participation decreased by 37.8% to 60.47 billion rubles.
