Among the main provisions of the proposed bill is the ban on any vehicle that can travel faster than 5 km/h on city roads without a license plate.
It has also been proposed to prohibit driving faster than 5 km/h on slippery roads, for example in the rain. At the same time, lawmakers want to acknowledge the presumption of guilt of a scooter or cyclist hitting a pedestrian on the sidewalk or crossing.
Lawmakers are confident that if these rules are not passed, the country will have to abandon the use of electric scooters and unicycles in the name of pedestrian safety, as was done in Shanghai and Singapore.
They believe that the proposed rules will make it possible to properly integrate all types of individual transport into Russia’s transport infrastructure.
