To implement this idea, it will be necessary to develop a concept for sharing radio frequencies and approve the necessary regulatory documents.
According to the proposal, an operator will be created to manage this mechanism and control the sharing of radio frequencies. The operator may temporarily restrict the use of radio frequencies by civil telecom operators to support special needs.
