Exceptions were made for the manufacture of controlled substances on List F of the ozone-depleting substances list, which were previously on the “prohibited” list for the design and construction of economic facilities. These include tetrafluoroethane and pentafluoropropane and more.
Deadlines for reducing the permitted consumption of List F substances have also been shifted by 1 year. As stated in the government decree, the permitted figures for the consumption of ozone-depleting substances should not exceed 31,674 17 tonnes per year in 2024-2028.
According to TASS, the Ministry of Natural Resources and Ecology of the Russian Federation is responsible for calculating the permissible production volumes of ozone-depleting substances.
