Several major Russian banks, including Rosselkhozbank, Gazprombank, Promsvyazbank, VTB and DOM.RF, wanted to postpone the transition to Russian database management systems from 2025 to 2027. They argue that suppliers will not have time to adapt their banking systems to work with the local DBMS.

The decision was announced at the meeting at the Central Bank, where import substitution issues in the field of information technologies were also discussed. As of January 1, 2025, the use of foreign software will be limited in “essential facilities” of the Critical Information Infrastructure.

Adapting banking systems to Russian DBMSs such as Postgres will require time and significant investment. In this regard, some banks are considering the possibility of creating a consortium to develop new banking systems compatible with the Russian DBMS. However, developing such systems is a complex process that requires high technical expertise.

Some experts note that banks lack sufficient expertise in developing complex systems products, so the poaching of developers from domestic vendors could limit access to existing solutions for other sectors. Previously, on the recommendation of the Ministry of Digital Development, plans were announced to replace foreign software and equipment in banking IT systems with domestic analogues from January 1, 2023.
