Deputies will present a bill that “will protect against the arbitrariness of digital platforms”

A group of deputies from various factions will make amendments to the laws “On the foundations of state regulation of commercial activities in the Russian Federation” and “On protection of consumer rights.”

The document proposes establishing a provision according to which the terms of contracts between the parties may not be reviewed more than once a year. In addition, plans to adjust conditions must be communicated 30 calendar days in advance if the project is accepted.

The document also introduces the procedure for applying fines to counterparties. A reasoned notification of the imposition of fines must be sent to sellers and holders of PVZ.

The parliamentarians also want to prohibit the sale of their own products on mother spaces with a turnover of more than 150 billion rubles, if such products are already on the site.

As the leader of the faction “Just Russia – For the Truth” Sergei Mironov clarified to the publication, the project is aimed at protecting the interests of sellers and owners of collection points “against the arbitrariness of the owners of digital platforms” .

According to Mironov, the Ministry of Industry and Trade has identified some of the most problematic issues in the field of electronic commerce. These are the possibility of making unilateral changes to contracts, unauthorized changes to commissions and mechanisms for imposing fines.

In June, the Ministry of Industry and Trade stated that there are no plans to introduce additional regulations for the markets.

This year, Wildberries’ largest market has repeatedly found itself at the center of scandals due to disputes with partners. Sellers trading on the site have repeatedly come to the company’s headquarters with various complaints. In particular, they claimed that the marketplace unilaterally deducted funds for advertising that they did not commission.

The idea of ​​​​introducing additional regulation of the markets was discussed by Tatyana Bakalchuk, director of Wildberries. She stated, “where government regulation appears, growth stops.”
