A draft law establishing the amount of commission for non-monetary transfers from legal entities to individuals at the same tariff level between legal entities has been submitted to the State Duma. The author of the document is deputy Vladislav Reznik, Kommersant learned.

It is planned to limit commissions for transfers from legal entities to natural persons

Now legal entities and individual entrepreneurs (IP), when transferring funds to individuals, pay banks a commission of 2 to 15% if the average accumulated amount exceeds 200 thousand rubles per month.

At the same time, commissions for transfers of funds between accounts of legal entities and individual entrepreneurs “are 20 to 100 rubles per transaction, regardless of the accumulated amount or frequency of transfers per month.”

The deputies consider that such a difference in rates for transactions of the same type cannot be justified economically or in the fight against money laundering. According to the author of the bill, a situation is being created in which banks, “countering suspicious transactions with higher commissions, actually participate in them for a higher fee,” and the Central Bank does not prevent this.

According to the vice-president of the Association of Russian Banks, Alexey Voylukov, within the framework of the fight against cash withdrawals there is already a law prohibiting charging higher commissions for transfers from legal entities to individuals, and we must find out why not. works. As a result of the adoption of another law, bank fees for transfers between legal entities will only increase, he noted.

  • At the end of summer, a new payment system for money transfers abroad appeared in the Russian Federation. The Bank of Russia has added QuickPay to the register of payment system operators. According to information on the company’s website, its system allows transfers to several dozen countries, including “hostile” ones.
