So Michael McCaul, chairman of the House Foreign Policy Committee, believes that China is using RISC-V to compete with the United States in the production of these chips because of its versatility. This technology was developed at the University of California and later funded by the Pentagon. Moreover, this technology is overseen by a Swiss foundation that coordinates the efforts of commercial companies to develop this technology.

Such processors can be used in all kinds of electronics, from smartphones to artificial intelligence systems. That is why American legislators are demanding changes to the current legislation: in their opinion, US citizens should not contribute at any level to the technological development of the PRC, which is dangerous for the States.

“The Chinese Communist Party is maliciously using RISC-V to circumvent U.S. dominance of the intellectual property needed to make chips,” McCall said.
