The Ministry of Digital Development of Russia (Ministry of Digital Development) has developed instructions for companies that encounter problems due to VPN blocking. It is designed to ensure that employees work safely remotely and during business trips, as well as to maintain communication with company branches.
The instructions emphasize that VPN protocols may be subject to restrictions by Roskomnadzor, but the block can be lifted if the use of the VPN service is necessary for corporate purposes. For this, companies can contact the relevant authorities and provide a list of companies that should use VPNs, or they can report the problem themselves via a contact phone number or e-mail address. After checking the data, Roskomnadzor will add the companies’ IP addresses to the “white list”.
Since the beginning of November 2017, Russian legislation has limited users’ access to prohibited resources using VPN services in Russia. In case of violation of these restrictions, Roskomnadzor has the right to add the VPN service to the list of prohibited information. Responding to RBC’s request regarding problems with VPN services, a representative of Roskomnadzor said that it had no additional comment on this issue.
