By 2025, only 60% of companies will be able to completely replace foreign software with domestic software, and the rest will do this by 2030. This comes from a study by Ideco.

This is due to the fact that the Russian software market is not as diverse and broad as the foreign market. This limits software selection options, especially for complex and custom solutions. For this reason, only 25-30% of businesses have successfully transitioned to native software. This process is especially slow in the private sector (24%) and public companies (86%).

The research also revealed that 13% of companies that have not yet switched to Russian software state that domestic solutions do not yet offer sufficient functionality. 28% of companies do not trust domestic software, and 52% have difficulty transferring all their processes to other equipment. Despite the decision of the President of the Russian Federation to switch to Russian solutions, the import substitution process turned out to be difficult and time-consuming.

By Decree No. 250 dated May 1, 2022, the President of the Russian Federation called on Russian companies to switch from foreign solutions to domestic software. One of the main goals of this initiative is to achieve sovereignty and independence from foreign technology. The transition to Russian solutions will allow Russia to control information networks and ensure the security and confidentiality of data from companies in the country.
