Problems with access to the Telegram messenger arose in the southern regions of Russia, which caused more than 15 thousand complaints on the Sboy.rf portal since October 30. The Krasnodar Region ranks first in the number of complaints with 37%, followed by the Rostov Region with 16% and the Stavropol Region with 10%. The smallest number of complaints (1%) came from various regions, including Chechnya, Adygea and others.

According to Tele2, they have noted a decrease in traffic on Telegram, but the problem is not with their network. VimpelCom noted that there was no decrease in Telegram traffic on the morning of October 29 and October 30. MegaFon also reported that its networks in the southern regions were operating normally. An official representative of MTS did not comment.

So far Telegram has not commented on the major outage, and the last outage recorded by users occurred on August 21, when the messaging program was unstable for about an hour.
