A bill has been submitted to the State Duma that would allow duty-free (MBT) sales of alcohol in the departure lounges of domestic flights. RBC writes about this with reference to the invoice database.
If the initiative is supported, alcoholic products at such points will be marked with special federal stamps supporting their legal circulation in the territory of the Russian Federation.
As follows from the document, it is proposed to implement this measure until June 30, 2026. It is planned to amend Law No. 171-FZ “On state regulation of the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products and on the limitation of consumption (drinking) of alcoholic products”.
The explanatory note of the document explains that Russian airports and duty-free shops have recorded large losses as a result of the coronavirus pandemic. And then the situation was only complicated by geopolitical tensions.
The authorities therefore decided that airport and duty-free operators needed additional support.
In addition, the note clarifies that, according to government forecasts, additional revenues of 9 billion rubles are expected, provided that passenger traffic remains at the level of 2022.
