On November 21, the head of the Ministry of Digital Development, Maksut Shadayev, gave a presentation at a government strategic session on the national project “Data Economy” (estimated at 1.51 trillion rubles until 2030). Part of the document is dedicated to the development of the IT startup market in Russia, including through subsidies.

The Ministry of Digital Development proposed to allocate 27 billion rubles for subsidies to IT startups and allow them to participate in public procurement.

Kommersant has reviewed the document and says the following:

  • By 2030, subsidies for startups should reach 27 billion rubles with an annual investment of 4.5 billion rubles, i.e. return to the 2022 level.
  • Overall, by 2030, the ministry expects to support at least a thousand startups that will launch at least 2 thousand new solutions and implemented products.

According to experts, subsidies will not meet the market needs for mature solutions and allowing startups to participate in public procurement threatens the appearance of low-quality products in the systems of government agencies.

  • Startups are primarily engaged in the development of innovative solutions and rapid growth. Project budget planning is often neglected by founders because it is difficult and time-consuming, leading to the failure of many promising ideas.
