The Public Council for Taxi Development appealed to the Federation Council with a proposal to temporarily allow immigrants to work as taxi drivers. The income is expected to last two years “under strict control.”

Immigrant drivers may be hired to work in taxis due to staff shortage

As RBC reports, the president of the council, Irina Zaripova, announced this at a press conference:

“We propose to allow the temporary admission of immigrants behind the wheel of a taxi under strict control, for which we now have all the technical capabilities in the form of insurance telematics technology.”

Now drivers with permits from Kyrgyzstan, Belarus and other countries where Russian is the official language can work in taxis. Citizens of other countries must obtain a Russian driver’s license.

Zaripova believes that the admission of immigrants will help solve the shortage of personnel in the market. According to her, a large number of drivers were mobilized as part of a special military operation.

Chairman of the Public Council of the Ministry of Transport, Ilya Zotov, also stated that migrants should be allowed to work in taxis or public transport, as this would help reduce the cost of travel due to the influx of drivers.

The staff shortage in the taxi industry in Russia, according to a representative of the Maxim taxi ordering service, ranges from 500 to 700 thousand people. The head of the Russian Association of Self-Employed Workers, Igor Zhmakin, estimates it much higher: 2.5 million people.
