It turns out that the problem is a little-known iOS 17 setting called Attention Awareness. This option controls whether the user’s attention is on the device screen and, accordingly, “can dim, reveal the locked notification, or reduce the volume of some alerts.” This is probably how the function worked for alarm clocks.

Apparently the author of the experiment mechanically tapped the iPhone around 6:45, so the alarm clock set for that time worked, but the others did not.
