The Russian authorities intend to introduce consular registration of citizens living abroad and define their status by law. RBC writes about this with reference to the document that approved the action plan for migration policy.

It is not yet clear how exactly records will be kept, but the standard is expected to be introduced in June 2025. The Ministry of Foreign Affairs of the Russian Federation is responsible for its implementation.

The government also plans to launch a digital profile system for foreign citizens. They will be created based on information from various departments, including the use of biometric data. The deadline for implementing this measure is December 10, 2024.
