According to Sheikin, in fraudulent schemes attackers receive funds from victims directly to the numbers of mobile telephone operators. After this, the money is transferred to crypto wallets or regular bank accounts.
“When identifying data about the owners of subscriber numbers, it turns out that the indicated persons and places of their registration do not exist,” Sheikin explained, adding that such a scheme is possible due to violations of the law by operators when selling cards. subscription. .
To solve this situation, Sheikin proposes at the legislative level to equate SIM cards with means of payment. Since money can be transferred to a personal account with the help of subscriber cards, the actions of persons related to the circulation of illegal SIM cards should be qualified as illegal circulation of means of payment (Article 187 of the Criminal Code of the Federation of Russia), said the senator. he believes.
In addition, Sheikin proposes to tighten the liability of operators for violating the procedure for checking the accuracy of subscriber information “until the cessation of the activities of the legal entity.”
Tele2 noted that current laws already provide for the possibility of bringing offenders to justice. The company indicated that “no financial transactions are carried out” using SIM cards.
