Representatives of the government and business of the Russian Federation summarized the results of control and supervision activities in 2023 (in 2022 they were more than 339 thousand, but in 20219 they were almost five times less than 1.5 million) and discussed the plans for 2024 (in particular – digitalization of the process and transition to a risk-based approach).
According to the Ministry of Economy, cited by Kommersant, a total of 352 thousand inspections were carried out, of which 81 thousand were planned, 271 thousand unscheduled, half in relation to the private sector, 23% in relation to the commissioning service. and building security. Social facilities (20%) and state-owned enterprises (7%) were inspected significantly less.
The first deputy prosecutor general of the Russian Federation, Anatoly Razinkin, told businessmen that in 2024 it was only “agreed to carry out 47,000 scheduled inspections.” But this reduction is not a relief for companies: “preventive visits” will continue to be part of the departments’ toolkit.
In 2023, around 1.1 million “visits” of this type were made to companies (in 2022, the figure was half: 560 thousand). The transition to the “visit” format is intended to show the authorities’ desire to move to a more flexible and modern control and supervision activity.
Its components will be digitalization and a risk-based approach. The latter takes into account the “risk indicators” (about two hundred of them have already been approved). Using indicators, the effectiveness of inspections increases from 52% to 89%, so in 2024 the number of indicators will increase.
As Deputy Prime Minister and Chief of Staff of the Government Dmitry Grigorenko said: the use of indicators leads to the fact that “out of ten checks, nine are carried out absolutely on the case.”
At the same time, Grigorenko emphasized that a mechanism is being developed to change the risk category assigned to a company and that in general the possibilities of pre-trial appeal of decisions on special inspections or “visits” will be expanded. The speaker did not specify specific details.
Regarding digitalization, the head of the government apparatus told TASS that “digitization makes it possible to move to proactive, contactless control and supervision, as it is now fashionable to say, at a distance, including the use of mobile phones.”
In response to the reports of the departments, representatives of the Russian Union of Industrialists and Entrepreneurs spoke in favor of completely replacing scheduled inspections with the already mentioned “preventive visits”, but Grigorenko urged not to rush to such decisions, ” to look for a middle ground.” terrain”, but he admitted that planned control could remain “only for high-risk facilities”.
