The Ministry of Digital Development has drawn up a draft resolution on increasing the limits of the preferential mortgage program for IT specialists. This was reported by the department’s Telegram channel. The document has already been sent for government approval.

The department explained the decision as a “great demand.” The Ministry of Digital Development also reported that since the beginning of the program (it began operating in May 2022) it has been issued 48.6 thousand loans totaling 424.8 billion rubles. The average rate on TI mortgages was 4.2%.

The Ministry of Finance positively received the initiative of the Ministry of Digital Development. “The Russian Ministry of Finance systematically supported the increase of IT mortgage limits to prevent the program from being stopped,” the department said in a statement.

They added that Dom.RF is currently redistributing the remaining limits to those banks that were left without them (about 39 billion rubles).

In early February it became known that some banks stopped processing applications for computer mortgages, including Sberbank, PSB, MTS Bank, RNKB and Bank St. Petersburg. Dom.rf then suggested that banks might have reached their limits.

  • The maximum rate of the preferential mortgage program for IT specialists is 5%, the program was launched in May 2022. Employees of all accredited IT companies between 18 and 50 years old can apply for such a loan.
  • Employees under 35 years of age do not need to confirm their salary level. For others, the minimum income threshold should range from 70,000 to 150,000 rubles, depending on the region. The opportunity to obtain a loan is valid until the end of 2024.
