The Ministry of Digital Development is trying to resume the program of preferential lending to manufacturers of telecom equipment and electronics.

To finance the project, the department wants to receive funds from the “exit tax” – the termination of a voluntary payment in the country when selling a business in Russia. The ministry thus expects to receive about 19 billion rubles for the implementation of the project in 2024.

Kommersant’s source claims that in February the Ministry of Digital Development wrote to the Ministry of Industry and Trade with proposals to use funds received by the budget “from transactions with capital of the companies Ozon and Yandex, a way out of the obligations of foreign entities” to finance programs. The Ministry of Digital Development did not respond to the request, and the Ministry of Industry and Trade reported that the request had not been received.

In 2023, banks switched clients from preferential rates to market rates – the cost of loans increased from 5% to about 20%. And all because of the exhaustion of program limits due to the Central Bank increasing the key rate. [Коммерсантъ]
